Job Detail: Social Science Research Analyst

About: 

This position is located in the US Department of Agriculture, FNS, Office of Policy Support. The work of the office is part of the national program of research to examine the effectiveness, efficiency and operations of Food and Nutrition Service (FNS) program.

Position Responsibilities: 

  • Use evaluation skills to design studies and survey projects that include formulating specific research questions, project objectives, hypotheses, and plans for testing hypotheses.
  • Conducts or guides studies designed to collect and analyze program administrative data and other relevant extant data (Federal, State or local) to provide an assessment of the impact of particular legislation or programmatic initiatives.
  • Maintains up-to-date expertise in relevant social science fields and research methods. Keeps informed of national trends, legislative developments, research and progress of other agencies, and other relevant current developments.
  • Makes good decisions in project and contract management, and applies up-to-date knowledge of government contracting to managing projects and coordinating with entities contracted to conduct studies on behalf of the Agency.
  • Composes and/or contributes to written interpretation of study findings, including preparation of talking points, study summaries, briefing papers, decision memos, and data-visualizations to communicate findings and policy options clearly.
  • Briefs supervisor and higher-level managers within the office on key study findings. During briefings, translates complex technical information into plain language understood by a nontechnical audience.

Position Requirements:

GS-11: Applicants must possess one year of specialized experience equivalent to the GS-9 in the Federal Service or a Master's Degree or equivalent in a related field of study (for example, sociology, demography, psychology, public health, public policy, nutrition, economics, or related social science discipline). Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position.

For this position, examples of specialized experience are, but are not limited to:
- Training in and/or experience with applying social science research methodologies and rigorous study design and analysis techniques to the conduct of program evaluation studies or related research and analysis relevant to nutrition assistance or similar social service programs;
- Contributing to the production and communication of policy-relevant research findings;and
- collaborating with others to carry out study activities.
AND
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: sociology, demography, psychology, public health, public policy, nutrition, economics, or related social science discipline.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

GS-12: Applicants must possess one year of specialized experience equivalent to the GS-11 in the Federal Service or a Ph.D. or equivalent degree in a related field of study (for example, sociology, demography, psychology, public health, public policy, nutrition, economics or related social science discipline. Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For this position, examples of specialized experience are, but are not limited to:

GS- 13 LEVEL: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent in other public or private sectors that is directly related to the position which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For this position, examples of specialized experience are, but are not limited to:
- experience conceptualizing and applying advanced social science research methodologies and
- rigorous study design and analysis techniques to the conduct of program evaluation studies and
- analysis relevant to nutrition assistance or similar social service programs;
- producing and communicating policy-relevant research findings; and
- leading or managing a team to carry out complex or large-scale study activities.
AND
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge , skill, and abilities necessary to the work of the position, such as sociology, demography, psychology, public health, public policy, nutrition economics, or related social science discipline.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
OR
Four years of appropriate experience
 that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Completed full 4 -year course of study in an accredited college or university leading to a bachelor's degree or higher degree and/or Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: sociology, demography, psychology, public health, public policy, nutrition, economics or related social science discipline.
